It is by default we compare Balakrishna's speech to Chiranjeevi's speech as both heroes entered politics almost at the same time. As the purpose of their speeches is different it is hard to make an apple to apple comparison. We tried our best to compare the two by taking most of the things into consideration.
The Expectation In Chiranjeevi's first public speech Chiranjeevi is establishing a a new party and the expectations are high and his speech  should be a great one that gives the first impression to the people about him and his party. Balakrishna is just trying to remind people about his father's well established party and to give its glory back. And is also trying to help Chandrababu Naidu. The expectations here are less as he is not the only speaker at this event as Babu and Harikrishna were also giving speeches. The First Impression Balakrishna seemed a little nervous at the beginning of his speech and so was trying to connect his words. But he picked up slowly and his speech was good enough to attract the crowd. Chiranjeevi's was also nervous at the beginning and even he took time to find his words right. Chiranjeevi picked up slowly and it was an overall good one. Both Balakrisna and Chiranjeevi stuck in between a few times and should be expected as these are long speeches and it had to come in a flow. Chiranjeevi gave a better impression than Balakrishna. The Content Balakrishna's content is easy as he had to talk about the past about his father’s party and compare it to the present government. And he is just inviting the youth to support TDP. He used movie dialogs to attract the crowd. He also explained clearly why he is entering and supporting the party now. Also he attracted the crowd by asking them to go home safely. Chiranjeevi's Speech is a tough one as he is has to talk about the future and talk about his new party. The content was not clear enough as expected for a new party that is going to compete with two well established parties. Chiranjeevi addressed a few issues vaguely and was not clear on his party agenda.  The Stage:
Chiranjeevi's stage was clear with nothing except Chiranjeevi. His presentation was clear. Whereas Balakrishna's stage was crowded with more people and the mics were not clear as he had to change the mics a couple of times. Balakrishna moved around the stage which is not a good idea for important speeches like this. Whereas Chiranjeevi was almost at the same place except when necessary. Overall Chiranjeevi's presentation was good but the content is not up to the mark for his event but if you take the expectations into consideration Balakrishna is the winner as he did justice to what is expected from him.
